Abstract: Dealing with concrete planning implementation of a simple, generally well understood term „settlement“, a nearly philosophical question emerges: where is the border of a settlement, where it starts and where it ends? Only a dynamic definition, based on a standardized method of defining the borders (and contents) of a settlement can serve some of the spatial planning and policy making purposes. A part of the search for such a definition for the Slovenian Ministry of the environment, spatial planning and energy is presented in the paper, as wel as some prospects for it's improvements in the future.
